TONGA CLIMATE RESILIENT TRANSPORT PROJECT II (TCRTP II)

The Government of Tonga (GOT) has requested funding for the Tonga Climate Resilient Transport Project II (TCRTP II - also referred to as the “Project”) under the World Bank (WB) International Development Association 19 (IDA19) grant. The implementing agency (IA) will be the Ministry of Infrastructure (MOI) and the Project Development Objective (PDO) is; “To improve the climate resilience and safety of the Recipient’s transport sector and in the event of an Eligible Crisis or Emergency, to provide an immediate response to the Eligible Crisis or Emergency”. The project will include the 4 components:

The implementing agency (IA) will be the Ministry of Infrastructure (MOI) and the Project Development Objective (PDO) is; “To improve the climate resilience and safety of the Recipient’s transport sector and in the event of an Eligible Crisis or Emergency, to provide an immediate response to the Eligible Crisis or Emergency”. The project will include the 4 components:

           i.          Road Infrastructure Component

·         Rehabilitation and/or upgrading of up to 45km of roads across Tongatapu, Vava’u, Ha’apai and ‘Eua

         ii.          Maritime Infrastructure Component

·         Rehabilitation of the ‘Eua Port breakwater and berth, as well as construction of a new passenger terminal;

·         Reconstruction of the Niuafo’ou Port;

·         Rehabilitation of the Ha’apai Port breakwater and berth;

       iii.          Aviation Infrastructure Component

·         Resurfacing of the Kaufana Airport runway on ‘Eua;

·         Construction of a storage facility for fire trucks and ancillary equipment for emergency landing response and readiness at Ha’apai, ‘Eua, Niuafo’ou and Niuatoputapu Airports.




World Bank Environmental and Social Framework (ESF)

All IDA19 Projects are undertaken under the World Bank’s ESF. The MOI shall implement the Project following the ESF Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out measures and actions, documents or plans, as well as the timing for each of these.

The environmental assessment of the TCRTP II has been undertaken in compliance with the World Banks ESF[1]. This ensures that potential adverse E&S impacts and risks are identified and avoided where possible and that identified impacts and risks are managed or mitigated. The Project has been rated by the World Bank as having Substantial environmental and social risks[2]. Impacts and risks are expected to be easily mitigated in a predictable manner and the project is expected to be largely positive.
